CHAPTER 11 - Crimes against property

Property crime declined in all city population groups. As a group, cities 
with populations from 250,000 to 499,999 inhabitants saw the greatest decrease
in property crime, a drop of 4.2 percent, and cities from 10,000 to 24,999 
had the smallest decrease.

The fraud perpetuated by Charles Keating of the Savings and Loan scandal
a few years ago will cost taxpayers about $473 BILLION (with a B) by the
time paying for the fraud and bailing out banks is finished.

And, that's a SINGLE white collar crime!

Property criminals take a variety of forms.

Persistent and Professional Thieves. The former are skilled career criminals.
The later "common" crimes like burglary or forgery. These are "ideal types"
and can overlap.

What does somebody commit a crime? (it depends on the types: A discussion

--Employee theft
--Burglary
--Fences/receivers
--Arson
