Prisoner Litigation Assignment

Take a look at the Lecture outline/handout
on prisoner litigation, and then re-read the Prisoner litigation paper.
Look at the trends (tables at the end of the paper and address the following:

1) Is prisoner litigation really that costly compared to what it would
cost *not* to have it?

2) Is prisoner ligigation itself a problem, or is it the SYMPTOM of
a problem?

3) What's wrong with filing frivolous suits? 

4) List the problems that prisoner litigation has caused. On balance,
are these serious problems?

Remember - the trick is to show how much you have learned.
