Read the article on C-numbers  by Michael Clark. 

Then, answer the following:

1) Does it appear the those sentenced under the old law are getting a
"fair shake," or is it acceptable to change the rules?

2) Is keeping those sentenced under the old law in prison indefinitely
the equivalent of life without parole?

3) What criteria should a parole board use to decide whether prisoners should 
be released?

4) If you were the governor, how would you respond to Michael Clark's paper?
