2. An increasing number of states allow youths to be tried as an adult
   for violent crimes (In Illinois, the age is 13). Many states
   (including Illinois) either allow minors to be executed before they
   are adults, or allow them to be executed when they reach adulthood
   for crimes committed as children. Following this logic, 
   why shouldn't be change the pedophilia laws and allow, for example,
   a 30 year old male to have consensual sex with a 13 year old female?
   (Hint: Answer should develop the historical basis of the
   concept "age of responsibility" both for consensual sex and for
   social offenses.
